Majority of patriotic and Indian nationals are surprised to see Raul Vinci, the clownish and sometimes mysterious behaviour of the scion of the country’s most prominent political dynasty.

Some of the people though consider him as mere uncouth, security experts believe – Vinci poses potential security threat to India who lacks patriotism, integrity, self-esteem and even qualities of aspiring to become prime minister of the world’s oldest and largest democracy.

Political scientists fail to understand why Raul Vinci’s behaviour has been a combination of sarcastic and cruel personality – people with knowledge on advanced scientific innovation and modern warfare clearly see him being controlled from extreme remote distances by some “unknown elements”.

Through this article, we shall try to reveal some extremely shocking realities detailing how the Deep State controls the minds of targeted politicians throughout the world, which may change the public perception and political landscape of the world, including India.

Back in November 2023, Republican Party’s leader Nikki Haley in a CNBC interview said, China is “the largest developer of neuro-strike weapons, weapons engineered to change the brain activity of military commanders and segments of the population”.

Commenting on this revelation, a scientist said, weapons that can change people’s brains or thoughts might seem like science fiction. Scientists believe such weapons are not only technologically plausible, but also something that China — and possibly the United States — is pursuing. Some say the technology could become reality within a decade.

Professor Dr. James Giordano of the the Departments of Neurology and Biochemistry, chief of the Neuroethics Studies Program and co-director of the O’Neill-Pellegrino Program in Brain Science and Global Health Law and Policy at Georgetown University Medical Center, Washington, DC said, the weapons are designed or adapted to affect the central and peripheral nervous system.

He said, they “represent a clear and present reality in the current and future armamentarium of a number of nations”, adding that China “has dedicated programs in the brain sciences that are directly applicable, and intended for national security, intelligence and defense applications”.

Dr. Giordano further saud :Researchers, new developments in brain science can be harnessed to improve neurological and psychiatric care within military medicine, and a number of ongoing Defense Department programs are doing so.

The Defense Advanced Research Projects Agency, the Army Medical Research and Materiel Command and the Naval Bureau of Medicine and Surgery are generating new techniques and technologies for treating brain injury, neurodegenerative diseases such as Parkinson’s and Alzheimer’s disease, and certain psychiatric conditions, such as post-traumatic stress disorder and depression.

However, there is also considerable potential for dual-use applications of neuroscientific methods and tools that extend beyond the bedside. Many of these may reach battlefields.

These include the use of various drugs and forms of neurotechnologies such as neurofeedback, transcranial electrical and magnetic stimulation, and perhaps even implantable devices for training and performance optimization of intelligence and combat personnel.

Brain-computer interfaces could be used to control aircraft, boats or unmanned vehicles. Military and warfare uses also entail the development and engagement of agents — such as drugs, microbes, toxins — and “devices as weapons,” also called neuroweapons, to affect the nervous system and modify opponents’ thoughts, feelings, senses, actions, health or — in some cases — to incur lethal consequences.

The use of neuroscience and technology to optimize the performance of military personnel could potentially lead to the creation of “super soldiers”.

This remains a provocative and contentious issue.The University of New Mexico’s Professor EdlSchamiloglu, who studies high-power microwave sources, a subject area that overlaps with potential neuro-weapons wrote in The Conversation in 2020, some of the cases of the mystery ailment that has afflicted US embassy staff and CIA officers off and on since 2016 in Cuba, China, Russia and other countries most likely were caused by pulsed electromagnetic energy, which later was convened by national intelligence agencies.

The report’s findings are similar to those of another report released by the National Academics in 2020. In that report, a committee of 19 experts in medicine and other fields concluded that directed, pulsed radiofrequency energy is the “most plausible mechanism” to explain the illness, dubbed “Havana Syndrome”.

Professor EdlSchamiloglu stated, directed energy microwave devices came on the scene in the late 1960s in the United States and the Soviet Union, They were enabled by the development of pulsed power in 1960s.

Pulsed power generates short electrical pulses that have very high electrical power, meaning both high voltage – up to a few megavolts – and large electrical currents – tens of kiloamps.

That’s more voltage than the highest-voltage long-distance power transmission lines, and about the amount of current in a lightning bolt.

Plasma physicists at the time realized that if you could generate, for example, a 1-megavolt electron beam with 10-kiloamp current, the result would be a beam power of 10 billion watts, or gigawatts.

Converting 10 percent of that beam power into microwaves using standard microwave tube technology that dates back to the 1940s generates 1 gigawatt of microwaves.

For comparison, the output power of today’s typical microwave ovens is around a thousand watts – a million times smaller.

The development of this technology led to a subset of the US-Soviet arms race – a microwave power derby.

While US government in 2021 sanctioned 11 Chinese research entities for using biotechnology processes to support the Chinese military, which includes “purported brain-control weaponry”, citing the biotechnology’s potential as a tool of political repression targeted individuals and groups of people, United States has been secretly developing its brain-control weaponry which Deep State began applying on targeted individuals – mostly in the developing and underdeveloped nations.

The National Academies report links high-power microwaves to impacts on people through the Frey effect. The human head acts as a receiving antenna for microwaves in the low gigahertz frequency range. Pulses of microwaves in these frequencies can cause people to hear sounds, which is one of the symptoms reported by the affected American individuals.

Other symptoms, such as Havana syndrome sufferers have reported include headaches, nausea, hearing loss, light-headedness and cognitive issues – including cognitive decline.

The rapid advancement of neuroscience and its corresponding technologies has prompted renewed and growing interest in both its development and the ethical concerns about the use of such techniques and tools in military and security contexts.

While existing international agreements on biological and chemical weapons such as the Hague Conventions, Geneva Protocol and the Biologic, Toxin and Weapons Convention limit institutional research, stockpiling and international trade of certain toxins and neuro-microbiologicals such as ricin and anthrax, some neurobiological substances and technologies developed for medical products that are readily available on the commercial market might not fall within existing international rules.

Using the tools of neuro-weaponry involves the three A’s – access, assess and affect. For a long time, most have intuitively thought of accessing the human brain in terms of direct proximity – sticking things inside or aiming things at the human skull and tinkering. This is a misconception.

Insights into cognitive processes have suggested ways to achieve the three A’s at a distance. One of the fundamental enablers here has been the advent of the digital age – acting as connective tissue, substrate or medium through which effects are propagated.

Zac Rogers, research lead at the Jeff Bleich Centre for the US Alliance in Digital Technology, Security and Governance at Flinders University of South Australia in an article stated, “What the digital substrate amounts to is access to the human brain at a distance.

As more has been learned about the neurophysiology of cognitive states, much has been gleaned from the deluge of data produced by the now ubiquitous practice of ‘lifelogging’ underpinning much of the digital human–computer interface that makes up our daily lives.

DARPA’s Biological Technology Office studied these processes under its ‘Narrative networks’ and ‘Social media in strategic communications’ projects, among numerous others.

“In the commercial space, the engineering of human–computer interaction has been a growth industry for two decades. Every interaction people have with computers, particularly computers connected to the internet, is taking place in a zone of cognitive manipulation.

There are very few neutral or benign interactions—opportunities for cognitive exploitation and control are built into the way we built the digital age. It is exploitable by design, and that’s a huge problem”.
