Farming Of Black Money : Agitation To Save The “ CROP”I
In Punjab there are several categories of farmers: very small farmers holding less than 2 to 3 acres, small farmers holding 5 to 8 acres, medium farmers with 8 to 15 acres and big farmers with more than 15 acres. In most of the towns of Punjab, the farmers have by and large leased their lands to APMC Syndicate members on long term basis. Most of the farmers are in the down shadow of Bakhra Nangal Dam Canal tributaries. So the land of theirs yields 40-45 Quintals of Rice per acre or +55 Quintals of wheat per acre.
The holders of lease make payments to the farmers based on HUNDI system of payment per crop season, depending on the size of Land holding as per Records kept with Syndicate Members. The payments are shown as Loans under Cooperative Loan scheme !!
Each Farmer gets a few thousands of rupees as Loan from the Cooperative based on Land Mortgage from time to time. In addition the farmers also receive payment for Crop per season. This additional payment is made out by the SYNDICATE MEMBER from the profit derived from the sale of crop grown.
Thus the Farmers receive money without doing any physical work in field. They therefore while away their time indulging in various luxuries of life with Patiala Pegs and at times drugs too!!
Now who are these Syndicate Members in APMC town committee ? Most of them are members of various political parties with majority from Akali Dal, Indian National Congress, AAP. These Politicians literally Own APMC and Co-op Bank. Then thru Mortgage of farmer’s land they also hold most of the Land records with them on long term basis. They release payment to the farmers akin to EMI thru Seasonal Crop profit payments from time in a computerized mode basis !! Once the farmers return the Loan amount,then fresh loans again gets disbursed for continuity of Farm Land lease.
Now these Syndicate Members too do not do any farming on their own. Instead they call Labourers from UP, Bihar, Jharkhand, Chattisgarh on short term contract basis to till the Land for Paddy and Wheat crops (3- 4 months / crop) etc. It is like the BATAIDARI system of Bihar. Thus the SYNDICATE MEMBER gets the Contracted amount of rice / wheat in Quintals per acre.
As per Intelligence Report with the Central Government, 50% of grain so received are shown as purchased thru APMC Govt MSP rate basis. The balance 50% of the produce received are sold to traders in States or even exported out of INDIA.
Next while filing the IT returns, the HUNDI owners of land show fictitious Crop Yield as 60 – 80 Quintals / Acre. The sales are accounted as Agricultural Income to get 100% Income Tax waiver. Thus they are able to convert black money into white money thru “ sale of of the fictitious 40 Quintals / Acre (80 recorded – 40 actual). Imagine the amount of black money getting converted into white per acre per season. There are three Crop seasons per year and thousands of acres of land !!!
This is how all the bribe money received by the politicians and their henchmen is converted into White Money in addition this converted white money also escape 100% Income Tax and GST being agricultural income.
So 1000 acres of land can easily convert ₹30- 35 Crores every year. – for 50% of the cooked up number of 80 Quintals / acre. This money is totally tax free too. Now many Syndicate members own 2500 to 5000 acres each, few even 10,000 acres thru *Hundi* system. Imagine the loot.
Some top politicians own 25,000 acres in different towns in Punjab & Haryana. They earn ₹750 – 1000 Crs every year thru this Cooperative land approach !!
a) ₹1000 Cr p.a. black money conversion
b) Co-op. Bank running into + ₹5000 Crs pa Turn Over to maintain the Hundi System Alive.
c) Farmers get paid for produce of 40 – 45 Quintals / Acre without any physical work – except over-supervising their own lands – thru Contract labourers from across neighboring States !!
d)Labours too get paid by Syndicate members almost in Corporate Style!!
e) Farmer owners get Loan Amount – as incentives with EMIs getting debited automatically thru Bank records.
f) Laborers are happy, as they get contract amount for 2 REAL crops + 50% of 3rd Crop (which may happen or may not happen- for Black money conversion) p.a.
g) Politicians are happy to own APMC Syndicate & Cooperative Bank & get all their Bribe Money into White Money & yet not pay any IT
SO ALL ARE HAPPY
The BJP led NDA Government at the Centre is now trying to break this HAPPY SITUATION as it is hitting Govt Exchequer / Treasury. Under MSP, the Govt subsidiaries like FCI, Punjab Agro, SACG etc., loose 1000’s of Crores thru forced purchase of Rice & Wheat every year. Around 20%-25% of the purchase gets rotten due to non-use nor are they able to export.
THATS WHY THE FARMERS PROTEST is still going on for over two months ONLY IN PUNJAB & HARYANA and parts of Maharashtra State !!…No wonder the protest is being ably supported by INC, Akali Dal, NCP, AAP. All the slush money is providing infrastructural support to the agitators seen since last 2 months !!
